Division Percentage in Pakistan: Clear 1st, 2nd & 3rd Division Rules and the Truth About CGPA

Division percentage in Pakistan follows one long-standing rule on board results: 60% and above is First Division, 45% to 59.99% is Second Division, and 33% to 44.99% is Third Division. That part is simple. What confuses students is what happens after school: universities on the semester system give you a CGPA, not a division, yet job forms, scholarship portals and admission offices still ask “Which division?” This guide covers both, and is honest about where the official rules stop.

Division Percentage in Pakistan: The 60 / 45 / 33 Rule

Matric (SSC) and Intermediate (HSSC) boards across Pakistan classify results like this. The Board of Intermediate and Secondary Education Sahiwal, for example, publishes exactly these cutoffs alongside its grading scheme:

DivisionPercentageOut of 1100 marksOut of 1050 marks
First Division60% and above660+630+
Second Division45% to 59.99%495 – 659473 – 629
Third Division33% to 44.99%363 – 494347 – 472
FailBelow 33%Below 363Below 347

To work out the division percentage in Pakistan for any other total, multiply your total marks by 0.60, 0.45 and 0.33 and round up. Use your exact obtained marks. Don’t assume a 59.9% will be rounded into First Division, because your certificate will show what you actually scored.

Divisions sit alongside letter grades (A+, A, B and so on) on board certificates, and the two are different things. A “B grade” at matric is 60–69%, which is still First Division. Some boards have also begun moving to newer grade-based result formats, so if your result card shows no division at all, calculate your percentage from your marks and apply the cutoffs above only when a form specifically asks for a division.

Second Division Percentage in Pakistan: Is It Bad?

Second Division (45–59.99%) is a pass, and many college and university programs accept it. It does narrow your options. Competitive BS programs and merit-based admissions usually work on your exact percentage and an aggregate formula, not the division label. A 58% and a 46% are both Second Division but they are very different results on a merit list. If you are in Second Division, the number to watch is your percentage, not the label.

Divisions at University: Annual System Degrees

Annual-system degrees (BA, BSc, older MA/MSc programs and many affiliated-college results) are still reported as a percentage with a division. Pass marks and division cutoffs at that level are set by each university’s own regulations and are not always the same as the board rule, so check your university’s gazette or result notification. If you are switching between the two systems, our guide to the semester vs annual system in Pakistan explains how each one reports results.

Is There an Official CGPA to Division Conversion?

Not a general one, and this is where most websites go wrong. You will find some sites saying First Division starts at 2.4 CGPA (because 2.4 ÷ 4 × 100 = 60%) and others saying it starts at 3.0. Neither is a published HEC conversion table.

The clearest official signal comes from HEC’s minimum criteria for MS/MPhil and PhD programs. For PhD admission it requires a CGPA of 3.0 out of 4.0 in the semester system, or First Division in the annual system. In other words, HEC places 3.0 CGPA and First Division at the same bar for that purpose. For MS/MPhil admission, HEC says admission based on first, second or third division is the university’s own decision.

So in practice:

  • If a form asks for a division and you have a CGPA, check whether the employer or institution states its own rule. Many do.
  • If no rule is stated, write your CGPA as it appears on your transcript (for example “3.12 / 4.00”) rather than inventing a division. Attach the transcript if you can.
  • If you need a percentage, use the method the institution specifies. Our CGPA to percentage calculator shows the common Pakistani methods side by side so you can see how much they differ.

Why the Division Percentage in Pakistan Still Matters

Even students on CGPA run into divisions constantly: your matric and intermediate divisions follow you into every admission form, government job applications often state a division as the minimum, and scholarship rules mix CGPA and division wording. Frequently Asked Questions

What percentage is First Division in Pakistan?

60% and above under the standard division percentage in Pakistan. For a 1100-mark result, that means at least 660 marks.

What is the second division percentage in Pakistan?

45% to 59.99%. Out of 1100 marks, that is 495 to 659.

What percentage is Third Division?

33% to 44.99%. Below 33% is a fail on board results.

Is 3.0 CGPA equal to First Division?

HEC treats them as the same minimum bar for PhD admission (3.0 CGPA in the semester system or First Division in the annual system). There is no general HEC table that converts every CGPA to a division.

Is 2.5 CGPA Second Division?

There is no official rule that says so. Some employers treat it that way, but you should report your CGPA as it appears on your transcript unless the form gives its own conversion.
